Submit a new capability card (or refresh an existing one with replaceExisting). Validation enforces ≥3 trigger phrases, alternative + cost present, and any artifactRefs resolve to actual leaf-artifact paths. After submission, three calibrated agents judge — composite ≥0.7 publishes the card.
